Tovey's Dragons contract expires at the end of the season and the 22-year-old's agent has confirmed he has "verbally agreed" a two-year deal at the Blues. Tovey's departure will be a blow to the struggling Dragons.
Former Wales under-20 international Tovey's imminent move to the Blues is sure to cast doubts over the future of Scotland fly-half Dan Parks at the Cardiff City Stadium. Parks, who signed from Glasgow in 2010, has a contract at the Blues until the end of the season and has been linked with a move away from south Wales. Experienced former Wales fly-half Ceri Sweeney has also been linked with a return to home-town club Pontypridd.
It seems Tovey, the 2010 Young Welsh Player of the Year, is the man to the Blues hope will create chances for their Wales international back-line of Jamie Roberts, Gavin Henson, Leigh Halfpenny and Alex Cuthbert. Tovey's agent Jonathan Stuart, who works for Top Marque Sports management company, revealed to BBC Sport that his player "verbally agreed" a "two-year deal" with the Blues on Friday.
